includes:
-initial Pirates-Sails compatibility (structures moved to datapacks which are autoloaded depending on which mods are present)
-improved config utils (old Pirates versions will not understand the new config file, but that should be fine cuz nobody should be downgrading anyway, and they can delete the new config if they do want to)
-new cannon range config option
